Which Code Applies in Lubbock

The City of Lubbock adopted the 2021 International Swimming Pool and Spa Code (ISPSC), with local amendments, in Chapter 28.18 of the city code (Ordinance 2024-O0033). Residential pools and spas need a city permit when any of these is true:

  • The water is more than 24 inches deep
  • It has a circulation system
  • It isn't drained every day

Permitted pools need a barrier that passes inspection, and the contractor must be registered with Building Safety. Questions go to Building Safety at 806-775-2087.

Barrier Basics

Section 305 of the 2021 ISPSC sets the core requirements for residential pool barriers:

  • At least 48 inches tall, measured on the side away from the pool
  • No openings a small child could squeeze through, and limited clearance at the bottom
  • No easy footholds. Horizontal rails and decorative cutouts are limited so the barrier can't be climbed like a ladder
  • Self-closing, self-latching gates with the release mounted high or on the pool side

Lubbock's Local Amendments

  • Safety covers. For one- and two-family homes and townhouses, a pool or spa with a safety cover meeting ASTM F1346 is exempt from the barrier sections 305.2 through 305.7.
  • House walls. Where a wall of the house forms part of the barrier and doors or windows open to the pool, alarms are required, with deactivation switches mounted no higher than 54 inches.
  • Chain link. Chain link is not allowed as a barrier for public pools built after January 1, 1994.
  • Natural water. Where a pool abuts a natural body of water with no public shoreline access, the barrier can stop at the water, provided it extends at least 18 inches to and beyond the water's edge.

Best Fences for a Lubbock Pool

  • Ornamental steel or iron: our most common pool fence. Open, rigid and simple to build to code.
  • Vinyl or cedar privacy: works when built with no climbable outside face.

Wind and Pool Gates

Lubbock's gusts can slam a light gate or hold it open. We set closer tension for wind, add a stop and test the latch from every angle. See gate installation.

Timing With Your Pool Builder

The barrier has to be complete for final inspection. We schedule with your pool contractor so the fence isn't what holds things up.

Common Inspection Problems

  • Gates that don't latch from every open position, often because wind or a light gate keeps them from swinging shut
  • Too much gap under the fence where the ground dips
  • Something to climb, like a planter, air-conditioning unit or bench placed against the outside of the fence
  • House doors opening to the pool area without the required alarms

We check for each of these before we call the job done.

Frequently Asked Questions

How tall does a pool fence need to be in Lubbock?

At least 48 inches on the outside under the 2021 ISPSC that Lubbock adopted.

Do pool gates have to close on their own?

Yes. Barrier gates must be self-closing and self-latching, with the release out of a young child's reach.

Can a safety cover replace a pool fence in Lubbock?

For one- and two-family homes, Lubbock's amendment exempts pools with an ASTM F1346 safety cover from the barrier sections. Many families still choose a fence.

Can my backyard privacy fence be the pool barrier?

Sometimes, if it fully meets the barrier rules and house doors to the pool area have the required alarms. We check your layout at the estimate.

Who inspects a pool fence in Lubbock?

Inside city limits, the barrier is part of the pool permit handled by the City of Lubbock Building Safety Department (806-775-2087). Towns around Lubbock have their own procedures.

Does an above-ground pool need a barrier?

If it needs a permit (over 24 inches deep, has circulation, or isn't drained daily), its barrier requirements apply. Ask Building Safety or us for your setup.
